Fixed target point loader and added example

Bernhard Johannes Berger requested to merge 74-failing-to-create-target-stream-type-mismatch into develop

Changed target point loader to use search-space-specification and optimisation-space-specification instead of the information from the surrogate configuration. While they must be compatible, it is definitely more safe now.

The new example search-with-benchmark-and-target shows how to use targets and the search evaluation script.
