Switching to Debian Stable

Jenkins built with Debian Unstable which comes with Python 3.7.
However, local builds used Debian Stable.
This commit works around that issue by compiling OpenCCG with
Python 2 and then pulling in Python 3 for web-openccg.

Using pexpect to query wccg. Relies on custom OpenCCG version until shoeffner/wccg-prompt is merged into master.

Adding legacy grammar files until openccg-gum-cooking becomes stable enough to use a more recent version.

Enabling proper flask hot loading by performing a linked installation and running the debug docker config as a script rather than a module.

Resolves #28. Resolves #29.

This resolves #31.

All individual json_parses are now lists

Cleaning up README, removing Pipfile as it is no longer needed. Fixing Makefile after last renaming.

Removing local dependencies to create the TatSu parser, generating the grammar inside the docker container.
